The Círculo Inmobiliario has organized an event to discuss the future of land and urban planning in the Community of Madrid in which four politicians from the most represented parties in the Madrid Assembly participated. The talk moderated by Carolina Roca, president of Asprima , sought understanding and consensus, but the reality is that there has only been one issue on which the four have agreed: urban planning cannot be depoliticized.
During the colloquium there were two ideas that were the most repeated by the speakers: liberalize and make more flexible versus streamline and contract. The first of the premises (liberalize and make more flexible) has been defended by José Luis Ruiz Bartolomé, deputy for Vox in the Community of Madrid . "Make land more flexible and liberalized so that it is not an obstacle or a trap for housing development," Bartolomé stated at the beginning of the debate.
This statement has been quickly disproved by Jorge Moruno Danzi, representative of Más Madrid . "The idea that talks about liberalizing the land to produce more and lower the price is Phone Lead something that has never worked. To facilitate access to housing, that route does not work. The land market is not conventional because it is a finite market and not very homogeneous. We understand that the land law must guarantee that there is 30% affordable housing in all new developments. We need the Administration not to sell public land , but to buy private land to allocate it to affordable and public housing. We must increase the templates because there are times when the procedures are delayed because there have been cuts," explained the Más Madrid deputy.
The idea of streamlining procedures has actually also been a point of understanding for the four speakers, but each one has presented different ways to achieve this objective. "We agree that the processing of licenses and other bureaucracies must be streamlined. Procedures for land development must be modernized. The Administration cannot act with its back to society and if comprehensive management systems work in other fields They will also have to be applied here," said José María García Gómez, housing secretary of the Popular Party in Madrid.
For her part, Cristina González Álvarez, PSOE deputy in the Madrid Assembly , has defended her way of streamlining these procedures and has taken the opportunity to attack the PP for now wanting to change the land law after having been in power for 20 years without having intention to do so. "All laws are politics. Now the PP says that it needs a new land law when they have been governing for 20 years putting patches. We must reach a consensus with the city councils, with the social agents to respond to the situation that the community of Madrid. We believe that the Administration must be provided with human resources so that these procedures do not take forever , because there are times when the human teams have been reduced so much that they cannot be carried out in time. The city councils must be provided with more independence, but also provide them with more people. New land law? Yes, but for everyone and with everyone participating," the socialist has argued.
